Turner and SPC to lead execution of Battery Park City Resiliency Project under $1.7 Billion Project Labor Agreement

The Battery Park City Authority (BPCA) has signed a Project Labor Agreement (PLA) with the Building and Construction Trades Council (BCTC) for the Battery Park City Resiliency Project (BPCR), with an investment of $1.7 billion. It is the first project in New York City to adopt the progressive design-build model. This agreement ensures cost-efficiency for the multi-year project, guarantees family-sustaining wages, promotes local hiring, and expands opportunities for Minority and Women-Owned Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOBs). Turner Construction Company and SPC Construction Co. LLC will lead the delivery under this innovative framework. BPCR will reduce flood risk through an integrated coastal flood risk management system extending from First Place, along the Esplanade, to Greenwich Street. In addition to protecting property and residents, the project will enhance public spaces, increase greenery with 85% native species coverage, and improve in-water habitats. It will also eliminate the need for flood insurance by removing Battery Park City from FEMA’s flood zone. This PLA reinforces BPCA’s commitment to resiliency and workforce development, creating thousands of union careers and pathways for youth, apprentices, women, and veterans. By combining innovative design with equitable labor practices, BPCR sets a precedent for climate infrastructure that strengthens both Lower Manhattan’s shoreline and its middle class.
