As part of the Aspire consortium, HOCHTIEF has been awarded a contract for an accommodation project at the University of Southampton in the UK. The total contract value amounts to approximately EUR 200m. In addition to design and construction, the agreement also covers the financing and subsequent operation of several student housing facilities over a period of 50 years.
Together with consortium partners Cityheart Limited and Vinci Building Limited, HOCHTIEF PPP Solutions is responsible for the construction of 1,092 new student accommodation units on the Connaught and South Stoneham campuses by 2029. In addition, the companies are modernising 399 existing rooms and restoring the listed Stoneham House, a historic landmark of the university. The University of Southampton plans to increase its student numbers to 30,000 by 2031 and requires increased accommodation facilities to meet this demand.
ACS Group and HOCHTIEF CEO Juan Santamaría: “We are building the infrastructure the university needs to support its planned growth, whilst at the same time strengthening our position in the UK market. By combining design, construction, financing and operation, we are creating student accommodation that provides long-term value to the university and its students.”
The buildings are designed for emission-free operations and will exceed the UK’s Net Zero Carbon (NZC) targets. The project agreement also includes a commitment to increase the proportion of affordable accommodation in the university’s portfolio by ten per cent.
The consortium partners have a long history of collaboration in the infrastructure sector and have already jointly delivered around 30,000 student beds in the UK.

FlatironDragados Advances to Construction Virginia Beach Resiliency Project
FlatironDragados is moving into the construction phase of the $518 million Windsor Woods, Princess Anne Plaza and The Lakes Stormwater Improvements project, following successful completion of a two-year collaborative preconstruction phase with the City of Virginia Beach and design partner Arcadis.
Implementation of the comprehensive flood protection infrastructure program developed by the City of Virginia Beach will protect city assets and meet the needs of the community for generations to come. Especially significant project elements include storm water storage and drainage improvements through the use of large pump stations, tide gates to minimize tidal impacts and maximize storage, and flood barriers along with upgrades to drainage channels.
This project is consistent with FlatironDragados’ strategy to build resiliency infrastructure that protects communities, vital facilities and essential supply chains from increasing climate threats and natural disasters. The project adds to current FlatironDragados resiliency projects:
- The $102 million Storm Surge Upgrade project in Port Arthur, Texas.
- The $1.7 billion North/West Battery Park City Resiliency project in New York City.
- The $251 million Rebuild by Design Hudson River Resiliency project in New Jersey.

Turner Construction Company was selected by JMA Ventures to serve as the general contractor for Westcourt Orlando, a transformative 900,000-square-foot mixed-use development in Orlando adjacent to the Kia Center, home of the NBA’s Orlando Magic.
The $500 million development will offer a Kimpton hotel, high-rise residential units, Class A office space, retail, and a live entertainment venue. At peak, the project could support approximately 800 workers onsite, representing roughly 1,600 direct construction jobs over the life of the project. In addition, the project will create opportunities for local subcontractors, with many trade partners expected to come from the Central Florida market. Work packages will be structured to encourage broad participation across multiple project components.
