
Financing closed for €532 million Perpignan-Figueras high-speed rail project TP Ferro, a joint venture between ACS and Eiffage has signed a €532 million package of banking facilities to finance the construction of a high-speed rail link between Perpignan in France and Figueras in Spain. This is the first international rail project to be financed as a public private partnership since the liberalisation of the rail-freight market. Spanish largest infrastructures company ACS and the French constructor Eiffage were awarded the 50 year concession to build operate and finance the 45 km high-speed rail link, which includes an 8.2 km tunnel through the Pyrenees, by the French and Spanish governments. The financing package has been structured with leading international banks: BBVA, Banesto, Caja Madrid, ING and Royal Bank of Scotland. Banesto and IXIS Corporate & Investment Bank acted as financial advisers. Project details The 44.5 km rail link forms the international section of a high speed rail network that will carry both passengers and freight traffic. The project, which will be completed in 2009, will reduce journey times between Barcelona and Toulouse by more than 2 hours, avoiding having to change trains to accommodate the different track gauges between France and Spain. Construction under the €1.1 billion turnkey construction contract has already started. The construction of the 8.2km tunnel represents approximately 1/3rd of the total contract and will be completed within 3 years. Financing details The €532 million financing consists of a €410 million 10 year “mini perm” facility with a refinancing commitment from the mandated lead arrangers in 2015 to give an underlying maturity of 35 years, and a €62 million facility to finance the final state-subsidy payment. In addition there is a VAT and a standby facility as well as long term interest rate hedging. The bank facilities are fully underwritten by, BBVA, Banesto, Caja Madrid, ING and Royal Bank of Scotland and will be in the market for syndication shortly.
