
ACS Group, Acciona and Meridiam to build and operate the SR400 Express Lane in Atlanta (Georgia)
ACS and Acciona Groups have been awarded a contract to finance, build and then operate for 50 years the SR400 Express Lane project of more than 25 km of managed lanes in Atlanta, Georgia. The project has a construction value of more than $4.6 billion (EUR 4.2 billion). ACS Group, Acciona and Meridiam have been selected by the Georgia Department of Transportation ("GDOT") to design, build, finance, operate and maintain the SR 400 Express Lanes Project. The Project includes a long-term contract with GDOT and the Georgia State Road Tollway Authority ("SRTA"). ACS Infra, Acciona Concesiones and Meridiam will develop and finance the Project through the consortium "SR400 Peach Partners". Dragados and Acciona Construcción will be the builders while Parsons will be the designer. With an investment of approximately EUR 9.8 billion ($10.8 billion), which includes construction, as well as the concession fee offered to GDOT/SRTA, the SR400 Project has an approximate construction period of 5.5 years with an operation and maintenance term of an additional 50 years. The SR 400 Express Lanes Project includes the construction of two managed lanes in each direction for approximately 25 km, as well as an additional managed lane in some additional segments of the project. The Project is in Atlanta, Georgia, which is the third fastest growing city in the United States and home to one of the world's busiest airports. Further growth is expected for the corridor, with 144,000 more residents and 114,000 more jobs projected by 2050. A critical piece of Georgia's Major Mobility Investment Program (MMIP) that seeks to improve roadway connections and reduce congestion on both SR 400 itself and its connection to I-285, SR 400 is the primary north-south link between Atlanta's job centers and the work and residential areas to the north in Fulton and Forsyth counties. The Project will be financed with a combination of equity and debt that will include a TIFIA loan from the U.S. Department of Transportation ("USDOT"), as well as the issuance of taxable and tax-exempt bonds in the capital markets. The capital injection will occur after the use of senior debt and will be secured by letters of credit from the financial closing. This Project is a key achievement that confirms the Consortium's leadership in the development, construction and operation of managed lanes projects, as well as in the transformation of transportation infrastructure for a more connected and sustainable future. The award marks the first step in developing a close and lasting relationship with GDOT, SRTA and the Atlanta community. Ten of these projects are already in operation. The remaining projects, six in total, are in the construction phase, such as the iconic Gordie Howe International Bridge connecting Detroit, Michigan with Windsor, Canada and the LAX Automated People Mover at Los Angeles International Airport in California.
